The year 2023, marked by the year of happy youth, is coming to an end. Very soon we will celebrate the New Year 2024.
According to the eastern calendar, the next year is the Year of the Fish. In the modern chronicle of independent neutral Turkmenistan, the passing year is remarkable for large-scale reforms and the grand opening of the first smart city in the history of the Motherland – Arkadag City, the construction of which was initiated by the Hero-Arkadag. The city has received more than 20 international awards.
Moreover, a large number of modern residential buildings, schools and kindergartens, medical and sports facilities have been built throughout the country, cultural institutions, parks, industrial and other enterprises have been commissioned, and major fuel and energy projects have been implemented.
Thousands of happy families celebrated housewarming parties in flats with an improved layout. In short, the results of the work done vividly illustrate the economic potential of our Motherland.
The large-scale events have been held successfully in the independent Motherland. The Halk Maslahaty of Turkmenistan was established at the very beginning of 2023, and the elections to the Mejlis and velayat, etrap and city halk maslahaty and Gengeshes took place on March 26.
Fundamental reforms are being consistently implemented in the agricultural sector. Our diligent farmers reaped generous harvests of wheat, cotton and other agricultural crops, replenishing the reserves of the Motherland. In the future, we will consider increasing government purchase cotton and wheat prices to provide economic incentives to farmers, who grow these crops on our generous land, and will also significantly strengthen the material and technical resources of the sector.
Large-scale work has been launched in the oil and gas, transport and communications, trade and business sectors that make a significant contribution to the advancement of our sovereign state along the path of progress.

Independent Turkmenistan has built a fundamental national healthcare system. Protecting health and increasing life expectancy of the population will always be the focus of the state, as our main goal is to ensure a healthy life and wellbeing of citizens.
Science and education rank among the fundamental systems on the path to a bright future, so we attach great importance to modernising these spheres and bringing up physically strong and talented youth.
Much is being done to massively attract the younger generation to sports and to raise the sports prestige of the Motherland on the international arena.
It should be noted that our country was elected to the UNESCO Intergovernmental Committee on Physical Education and Sports for 2023–2027. We will continue to work closely with the relevant international organisations and to promote sports.
In 2023, Magtymguly Youth Organisation of Turkmenistan became an official member of the UNESCO Global Youth Community, and we successfully held youth forums involving delegates from many friendly countries.
One of the unforgettable events in this series was the International Scientific and Practical Conference and Exhibition to celebrate the Year of Happy Youth, organised in Ashgabat at a high level.
As part of these events, we awarded the winners of international sports tournaments, school subject Olympiads and student competitions, held in the country and abroad.
Young specialists in various segments of the economy, who make a great contribution to the development of the country, were honoured for their labour victories.
We intend to continue to attach great importance to bringing up the younger generation in the spirit of love of the Motherland and support youth initiatives.
As for foreign policy, we will consistently strengthen the position of the neutral Motherland on the world arena, enriching partnerships with countries of the planet and international organisations with new content.
We also pay great attention to ensuring the effective sustainable management of natural resources and adopting “green” technologies. We voiced our positions in this sphere at the 28th Conference of the Parties to the United Nations Framework Convention on Climate Change.
Therefore, we will continue to contribute to maintaining environmental wellbeing by conducting large-scale tree planting campaigns in the country.
This year, a number of UN Resolutions have been unanimously adopted at the initiative of Turkmenistan, including “The Role of the United Nations Regional Centre for Preventive Diplomacy for Central Asia” at the 77th session of the United Nations General Assembly, “The pivotal role of reliable and stable energy connectivity in driving sustainable development” and “Strengthening the links between all modes of transport to achieve the Sustainable Development Goals” at the 49th plenary meeting of the 78th session of the UN General Assembly. These events once again vividly illustrate the wide support of the world community for the initiatives of neutral Turkmenistan for the benefit of all humanity.

Through the active interaction of our country with the United Nations Educational, Scientific and Cultural Organisation, the collection of manuscripts of the poet and thinker Magtymguly Pyragy is included in the UNESCO’s Memory of the World Programme, and his 300th birth anniversary is in the UNESCO List of Significant Dates jointly celebrated in 2024–2025.
Dear Turkmen people!
Our country is taking large-scale measures to promote national culture and to preserve heritage. This year, we have held various thematic events at an international level and the Days of Culture. The Week of Culture in Ashgabat played a special role in enriching our culture, art and literature. Next year, we will hold the Week of Culture in Arkadag City.
The year 2024 will be filled with significant events marking the 300th birth anniversary of the great poet and philosopher Magtymguly Pyragy.
We will continue to pursue the state policy aimed at the protection, in-depth study and popularisation of the age-old traditions and historical and cultural heritage of the Turkmen people.
Dear friends!
With the aim of improving the wellbeing and social conditions of the people, we will increase salaries, pensions, state benefits and scholarships for students and trainees by 10 per cent on January 1, 2024.
The New Year, which we all are celebrating with bright dreams, hopes and great goals, will be successful for our people and country.
We, filled with pride in our Motherland and having set clear goals for ourselves, declared the theme of the coming 2024 – “The Fount of Mind Magtymguly Pyragy”. As the Hero-Arkadag writes in his poem, the poet and thinker Magtymguly Pyragy is a fount of mind for each of us.
In the new year, we will continue to work selflessly to turn our beloved Motherland into a land where happiness and prosperity reign.
