A meeting of the Presidium of the Halk Maslahaty was held in the building “Türkmenistanyň Maslahatlar merkezi” under the chairmanship of the National Leader of the Turkmen people, Chairman of the Halk Maslahaty of Turkmenistan Gurbanguly Berdimuhamedov. The main topic was the priority tasks for the successful implementation of the Programme of the Socioeconomic Development of Turkmenistan and Investments in 2024. The agenda also included a discussion of the Plan of forthcoming work and activities for the implementation of this Programme in the main areas of activities of the Halk Maslahaty of Turkmenistan.
Opening the meeting, the National Leader of the Turkmen people Gurbanguly Berdimuhamedov noted that at the recent extended sitting of the Cabinet of Ministers of the country, the results of the work carried out in 2023 on the development of our independent Motherland on a programmatic basis were summed up, tasks for the future were discussed, and appropriate decisions were made.
The Hero-Arkadag continued that at the sitting of the Cabinet of Ministers, the President of the country Arkadagly Hero Serdar had approved the Programme of the Socioeconomic Development of Turkmenistan and Investments in 2024.
“Fully supporting the Programme adopted for the purpose of dynamically developing the independent neutral Motherland and bringing the social and living conditions of the people to the highest level, at the current meeting of the Presidium of the Halk Maslahaty we are discussing issues related to the successful implementation of the priority tasks set in this document, approved by the Head of Turkmenistan in the year ‘Fount of Wisdom Magtymguly Pyragy’,” the National Leader of the Turkmen people emphasised. “At the same time, we will consider the Plan of work and activities in the main areas of the activities of the Halk Maslahaty, scheduled for implementation this year together with the Mejlis of the country, ministries, industry departments and public associations in order to implement the Programme of the Socioeconomic Development of Turkmenistan and Investments in 2024,” the Hero-Arkadag said.
As it was noted, the meeting was attended by members of the Presidium of the Halk Maslahaty and the Government, deputies of the Mejlis, representatives of political parties, public associations, the media and others.
Then the National Leader of the Turkmen people Gurbanguly Berdimuhamedov addressed the audience with a keynote speech.
“The Turkmen are a people who have formed an exemplary path of development and have shown the world outstanding personalities,” the Hero-Arkadag said.
“This year, the motto of which is ‘Fount of Wisdom Magtymguly Pyragy’, in our country will be marked by celebrations on the occasion of the 300th birth anniversary of the great poet and thinker Magtymguly Pyragy,” the Chairman of the Halk Maslahaty continued, noting that was due to boundless pride, love and respect for the works of the great master of artistic expression and the wishes of our citizens.
“The ideas of the poet’s humanism serve for all of us and everyone individually as a true guideline leading to love and universal harmony, and, therefor,e the study and popularisation of his life, creative path and literary heritage everywhere – not only here, but also abroad – are fully justified,” the National Leader of the Turkmen people emphasised, stating that year for the first time in the city of Arkadag, a Week of Culture would be held to commemorate the Day of Workers of Culture and Art and the Poetry of Magtymguly Pyragy.
“Magtymguly Pyragy is a classical poet who elevated the Turkmen people and raised their authority in the world. ‘He shares his glory with us – to the joy of everyone and everything, Fount of Wisdom Magtymguly Pyragy,’ this excerpt from my poem expresses the joy that the world fame and greatness of the outstanding poet elevates the history, honour and cultural heritage of our people today,” Hero-Arkadag Gurbanguly Berdimuhamedov noted.
In the new era of the sovereign Motherland, which the great thinker dreamed of, Turkmenistan, becoming stronger day by day, has significantly strengthened its position of influence on the world stage. And these achievements became possible thanks to the unity, perseverance, determination and great love of the Motherland of our people committed to the behests of the wise Magtymguly. Stressing that President Serdar Berdimuhamedov signed the Law “On the Establishment of the Anniversary Medal of Turkmenistan ‘Magtymguly Pyragynyň 300 ýyllygyna’”, the National Leader of the Turkmen people stated the advisability of continuing such initiatives on the basis of a creative approach to legislatively consolidate in the future the cultural heritage of Magtymguly Pyragy and thereby to perpetuate it.
Continuing, the Chairman of Halk Maslahaty said the main goal of the long-term development strategy was to maintain economic growth against the background of accelerated progress, the change and transformation of the world economy and the genesis of new challenges. And in this context, the key factor for intensive growth lies in our thoughtful political position, management decisions, aimed at achieving specific goals, and calculated plans. The country successfully completed all the main tasks provided for in the Programme for the year, which passed under the motto “Happy Youth with Arkadag Serdar”. The past year was rather rich in glorious events that demonstrated the power of the state and the wisdom, honour, glory, unity and integrity of the aspirations of the people. This was stated by the Hero-Arkadag with satisfaction.
In 2023, a steady growth rate of gross domestic product was maintained. An investment policy was also been implemented, with a large amount of funds allocated to the development of production segments, the social sphere and the service sector. At the same time, the city of Arkadag, where all conditions were created, was solemnly founded. The President of Turkmenistan also launched the construction of the second stage of the “smart” city.
In 2023, our dynamically developing state was elected to a number of United Nations structures, and dozens of international documents were adopted. Our national values significantly expanded the Representative List of the Intangible Cultural Heritage of Humanity of the United Nations Educational, Scientific and Cultural Organisation.
As the National Leader of the Turkmen people noted, guided by the principles of democracy of glorious ancestors and true democracy, we had established the Halk Maslahaty of Turkmenistan. At the historic meeting of this body, held on the eve of the 32nd anniversary of independence, decisions were made that were of decisive importance for the country’s domestic and foreign policies. Elections of deputies of the Mejlis, members of the Halk Maslahaty and Gengeshes were held in an organised manner, on the principles of alternativeness, transparency and openness.
Based on the achievements of previous years, the Government developed the Programme of the Socioeconomic Development of Turkmenistan and Investments in 2024, which was approved by the Resolution of President Arkadagly Hero Serdar. “And here we should fix the following, namely, when laying the economic base of our independent Motherland, the summation of the indicators of each sector, each region, institution and enterprise is carried out after their detailed analysis and calculations,” the Chairman of the Halk Maslahaty Gurbanguly Berdimuhamedov emphasised. Data collected in this way created the conditions necessary for accurate calculation, forecasting and planning of the future in the short, medium and long term. As a result, a well-thought-out practice of organising, managing and maintaining the efficiency of the economy was formed.
The Programme for 2024 is based on the Programme “Revival of the New Era of the Powerful State: The National Programme of the Socioeconomic Development of Turkmenistan in 2022–2052” and the Programme of the President of Turkmenistan of the Socioeconomic Development of the Country in 2022–2028, which are being implemented according to the same methodology. In this regard, the National Leader of the Turkmen people noted the Programme was justified financially and economically, from the position of investment feasibility conditioned by accurate calculations and previously achieved milestones. Regarding the specifics, determined by the tasks and goals of the Programme, the Hero-Arkadag stressed that, firstly, those were goals of an economic, industrial and production nature.
Firstly, measures are envisaged to maintain the country’s sustainable growth and to develop industries and regions, using the state’s internal potential to the maximum. Along with this, the priorities include achieving the full functioning of the capacities of production enterprises, expanding the processing industry, increasing exports, developing import-substituting sectors, raising the production of environmentally friendly agricultural and other high-quality food products and creating a favourable business environment.
The main areas of investments are the development of industrial sectors, the establishment of innovative enterprises and new plants, reforms in agriculture, the significant improvement of food supply and the expansion of processing industries.
As the National Leader of the Turkmen people noted, thanks to the efforts and tireless care of the head of state, the policy in the field of construction was being successfully implemented. Within the framework of the Programme of the Socioeconomic Development of Turkmenistan and Investments in 2024, a number of important large-scale projects, including dozens of big ones of international and regional importance, are planned. The construction of the second stage of the city of the future – the city of Arkadag – will also continue.
Secondly, the Chairman Halk Maslahaty continued, those were goals in the field of the development of trade and services. Among them are the effective functioning of the economy, the profitability of commodity producers, the creation of new jobs, an increase in salaries and incomes of the population leading to an increase in solvency, an increase in consumer demand for goods and users of various services in the markets. The policy of the President of Turkmenistan attaches great importance to this area, and here one of the main tasks was and remains the development of trade, transport and housing, communal, social and other services for the population in order to meet the growing demand for food products and essential goods.
Thirdly, the goals of the Programme were socially orientated, the National Leader of the Turkmen people said, emphasising that much attention was paid to measures to create new jobs and to thoroughly ensure the social security of the population. Investments are directed to the expansion of social infrastructure facilities, including housing and residential buildings intended for the category of especially needy citizens, medical institutions, secondary schools, kindergartens, highways, water, gas, energy supply and communication systems, water treatment facilities, transport and other social services.
Fourthly, the main goals of the work planned for implementation in all areas, envisaged in the Programme, are the widespread introduction of advanced technologies, a digital system, the creation of a favourable business environment and the development of the non-state sector.
Then, the attention of the meeting participants was focused on some indicators related to the internal development of the country. As it was noted, in the period of the Revival of the New Era of the Powerful State, the economic potential of the country was steadily growing. Despite the global economic crisis, a steady rate of GDP growth has been maintained, which since 2009 has averaged over 6 per cent. Over the past 15 years, GDP has increased 3.7 times.
At the same time, it was stated that the range of products manufactured in the country, the quality of which meets international standards, is expanding. The volume of industrial output in 2023, compared to previous years, increased more than thrice.
In addition, it was emphasised that the supply of goods fully satisfied the needs of the domestic market. The volume of retail trade turnover in 2008 was 16 million manats, and in 2023, this figure increased 8.5 times, reaching 140 million manats.
In December 2022, a comprehensive population and housing census was conducted in Turkmenistan, and as a result, our population is more than 7 million. This shows that compared to 2008, the population has increased by about 2 million. Demographic growth was achieved due to a significant improvement in the wellbeing and standard of living of our citizens.
Then the National Leader of the Turkmen people focused the attention of members of the Halk Maslahaty, deputies of the Mejlis and representatives of public organisations on promising tasks.
In the Programme approved by the President of the country Arkadagly Hero Serdar, along with economic, financial, social, production and other goals, issues of regulatory support were identified, the Hero-Arkadag said, focusing on the key aspects of the forthcoming work.
Among the priority measures were the further improvement of the legislative framework in such areas as attracting investments, protecting and supporting investors in our country, combating the legalisation of proceeds from crime, tax management and the optimisation of tax collection, the protection of intellectual property and the guarantees of the protection of rights to intellectual property at the state and international level. At the same time, the need to modernise the national legislation in accordance with the rules and principles of the World Trade Organisation was noted, taking into account the fact that Turkmenistan was a country joining that Organisation.
The importance of introducing a digital system in improving banking operations and payment orders in accordance with the requirements of technology and regulations, improving the business environment and bringing the regulatory framework for financing in a market economy in line with world practice for the integration of the national economy into the global market was also stated.
The National Leader of the Turkmen people stressed it was necessary to intensify scientific research, to thoroughly and effectively study “artificial intelligence”, to create and promote new methods of business and commerce in the scientific and production field and to develop relevant regulations and the necessary documents for the effective functioning of the innovation system.
Along with the tasks already set, Hero-Arkadag Gurbanguly Berdimuhamedov continued, there was much work on issues of legislative support for the initiatives of the President of Turkmenistan in the field of domestic and foreign policies and those on the agenda of the Mejlis of Turkmenistan. In this context, it was noted that it was necessary to analyse legislation relating to such issues as civil relations and property, property, contract law, crime prevention and the introduction of international private law; the provision of public services through a digital system, the provision of legal assistance and government support for business; the ensuring of economic activity and the development of digital services in transport, logistics and other areas; the activities of enterprises and standards for ensuring the competitiveness of goods and construction work; and the stimulation of agricultural producers and seed production, climate change and ecology.
Touching upon social policy, the Chairman of Halk Maslahaty focused on the importance of carrying out the necessary work on the basis of regular monitoring of the legislation relating to the issues of improving the regulation of employment and labour relations, family, motherhood and childhood protection, support for the young and health care.
One of the important tasks in ensuring social security was the legislative consolidation of government initiatives and the colossal concern for expanding aid to those in need of care, ensuring a happy life for every person and, first of all, children, the National Leader of the Turkmen people stressed. In this context, special emphasis was placed on the importance of developing the Regulations on the guardianship and trusteeship authorities, the Regulations on the procedure for implementing guardianship and trusteeship, which are specified in the Law of Turkmenistan “On Guardianship and Trusteeship”, in accordance with the realities of the time from the standpoint of compliance with the requirements of the Law. At the same time, the developed positive practice in this matter by the Gurbanguly Berdimuhamedov Charitable Foundation for Aid to Children in Need of Guardianship was noted.
Continuing, the Hero-Arkadag emphasised the time had come to improve regulations governing relations on issues of minors, in the context of protecting and supporting growing youth.
The Chairman of the Halk Maslahaty also focused the attention of those gathered on the urgent requirement of our time – strengthening the legal support for the created conditions for the sake of exalting among the Turkmen the dignity of the guardians of the sacred family hearth – mothers, women and girls, comprehensive care for them from the state, the protection of their legitimate interests, the protection of family unity and the best interests of children.
Following the motto “The state is for the people!” and the principles “The Motherland is the Motherland only with the people! The state is a state only with the people!”, one of the country’s strategic goals was the successful implementation of our effective socio-economic policy, the National Leader of the Turkmen people stressed.
Among the main tasks that require everyone’s daily attention is the national legislation improvement. Along with this, the need was stated for the activities of the Halk Maslahaty, the Mejlis and public associations of Turkmenistan to develop new political and legal positions and culture in society, to promote the principles of national statehood, to unite the people around national goals, to strengthen unity and to successfully achieve the grandiose goals of the new historical era, based on a constructive concrete plan.
In this context, the Hero-Arkadag noted that, together with the Mejlis, ministries, departments and public associations, a Plan of forthcoming work and activities for the implementation of the Programme of the Socioeconomic Development of Turkmenistan and Investments in 2024 had been developed in the main areas of the activities of the Halk Maslahaty of Turkmenistan, according to which first of all, it was necessary to continue improving legislation in an organised manner on the basis of the right of legislative initiative.
In this regard, it was emphasised that, first of all, it was necessary to widely involve competent and experienced specialists and experts in the newly established Working Commission for the development of bills in order to promote advanced ideas and topical proposals and to take measures to provide legislative support for the initiatives, instructions and decisions of the President of Turkmenistan. This also concerns the establishment of an expert and legal commission under the Office of the Halk Maslahaty of Turkmenistan, consisting of deputies, representatives of other government bodies and public associations, to conduct analytical work and to develop proposals for improving the current legislation.
A number of promising areas included the ensuring of the timely development of regulatory legal acts arising from laws, the formation of control, methodological, practical and consulting groups from specialised institutions and the organisation of their activities. At the same time, the importance of holding meetings of members of the Halk Maslahaty and deputies of the Mejlis with scientists, specialists and experts on theoretical and practical issues of legislative activity and meetings devoted to the implementation of decisions and instructions voiced at the meeting of the Halk Maslahaty of Turkmenistan, Resolutions and instructions of the President of Turkmenistan regarding the main directions of the country’s development in 2024, grandiose goals and priority areas of medium- and long-term development programmes for the country was noted.
Hero-Arkadag Gurbanguly Berdimuhamedov drew attention to the need to ensure a high organisational level of the work being carried out and to discuss its key aspects at meetings of the Presidium of the Halk Maslahaty of Turkmenistan. To do this, the National Leader of the Turkmen people continued, it was necessary to identify and include in the agenda of the meeting of the Presidium issues on the timely solution of the assigned tasks along with the decisions and instructions given at the meetings of the Halk Maslahaty and the Cabinet of Ministers of Turkmenistan.
Among them are the solemn celebration at the international level of the 300th birth anniversary of the great poet and thinker Magtymguly Pyragy; the further strengthening of the unity of society and the ensuring of active participation in the implementation of the tasks provided for in the programmes by deputies of the Mejlis and members of the Halk Maslahaty and Gengeshes; the socioeconomic development of the country, the inspiriting of every employee to work successfully, active participation in the development of conceptions of the development of the private sector and the service sector, support for import-substituting production, construction, the strategy of the development of export-oriented industry and urban development; the strengthening of the function of specialised organisations for working with youth; the development of a Conception of the improvement of teaching methods and a strategy of the development of science in the country; and the adoption of new legislative acts and the systematic improvement of laws.
Much attention in the state policy and programmes being implemented was paid to the development of regions, the expansion of the capabilities of local representative authorities and self-government and the provision of them with organisational and methodological assistance, the Chairman of the Halk Maslahaty Gurbanguly
Berdimuhamedov said, focusing on such main tasks as holding at the proper level in the velayats and the cities of Ashgabat and Arkadag meetings and conferences with local authorities and organisations to consider proposals and requests received from citizens and departments; holding field meetings with village workers, familiarising them with the progress of seasonal campaigns and taking measures for their fruitful work.
The importance of improving organisational and methodological assistance to velayat, etrap, city halk maslahaty and Gengeshes in the legislative field and holding methodological and practical meetings; and explaining to residents of villages and cities the essence and content of adopted laws, studying the requests and wishes of people, taking a direct part in resolving issues related to improving the wellbeing of the population and receiving citizens’ requests was also noted.
In continuation, the Hero-Arkadag emphasised it was necessary to organise off-site meetings of the Halk Maslahaty and Mejlis committees with the participation of responsible representatives of the velayats, the cities of Ashgabat and Arkadag and public associations in order to fulfil the instructions and tasks, identified by the President of Turkmenistan, and to study proposals regarding various areas of legislation.
The further inspiriting of the population for creative work, their involvement in ongoing historically significant activities and the wide explanation and popularisation of the achievements of the Motherland should be identified as the main tasks in terms of forthcoming work. At the same time, it was necessary, the National Leader of the Turkmen people said, to hold meetings to explain and promote the socio-political importance of the meetings of the Halk Maslahaty of Turkmenistan, large-scale initiatives of the President of the country, ongoing work in the interests of the people and adopted documents, and, at the same time, to promptly inform the population through publishing interesting information in the media.
Along with this, the Hero-Arkadag drew attention to the importance of continuing to carry out activities to explain and promote the conditions created by the state for observing the rule of law in society, protecting human rights and freedoms, developing a legal culture, establishing the principles of a healthy lifestyle to ensure conscientious work and happy lives of the people and popularising national culture, family values, traditions, customs and public morality.
The plan for joint forthcoming work and activities for 2024 to implement the Programme, approved by the President of our independent neutral state Arkadagly Hero Serdar, will form the basis of activities in the year, the motto of which is “Fount of Wisdom Magtymguly Pyragy”. The main objective of the measures taken was not only to ensure economic growth, but also to maintain its long-term and sustainable pace, the National Leader of the Turkmen people noted. As it was stressed, the economic growth model of the new era consisted primarily of creating a business environment, supporting entrepreneurial initiatives and increasing private investments, which required ensuring that the legal system was attractive to business.
In the book of President Arkadagly Hero Serdar Ýaşar – Watanyň daýanjy, there are the following wonderful words, “Forever, the Motherland is our unshakable support.” “The state is an indestructible and inexhaustibly powerful force. We draw energy from it. We are proud of the name of the country and are elevated by its authority.” In those lines, the head of state wisely noted the value of the Motherland, the Hero-Arkadag said.
At the recent extended sitting of the Cabinet of Ministers, the President of Turkmenistan expressed his firm confidence that through united selfless work, together with the people, all new milestones planned for 2024 would be achieved.
At the end of his speech, the Chairman of the Halk Maslahaty noted that the highest goal of each of us was to confidently promote our beloved Motherland into a great future. Therefore, our duty is to popularise and inspire our people to great endeavours that elevate our Motherland.
Continuing the meeting, the floor was given to the Director of secondary school 28 of the Baherden etrap, Chairman of the Halk Maslahaty of the Ahal velayat M. Berdiyev.
As the speaker noted, our country confidently followed the path of progress towards a great future thanks to the policy of Arkadagly Hero Serdar, based on the state doctrine of the Hero-Arkadag. Every day of the period of the Revival of the New Era of the Powerful State is filled with significant events. As a result of successfully implemented programmes based on the principles of the President of Turkmenistan “The Motherland is the Motherland only with the people! The state is a state only with the people!”, the standard of living of the population constantly increases. The look of villages, cities and etraps is being transformed, and thousands of new jobs are being created. In this context, it was also noted that the construction, on the initiative of the National Leader of the Turkmen people and thanks to the efforts of Arkadagly Hero Serdar, of the modern city of Arkadag, where the most advanced digital technologies were concentrated in accordance with the conception of “smart city”, became an event inscribed in golden letters in the history of Turkmenistan.
Speaking about the ongoing progressive reforms in the field of education, the speaker noted that a striking example of that was the commissioning of about 40 secondary schools and kindergartens, including 11 educational institutions in the Ahal velayat just in the previous year, and medical and sports facilities. At the same time, it was stressed that the Programme of the Socioeconomic Development of Turkmenistan in 2024 allocated billions of manats for this area.
It was especially noted that the life’s work of the father of the National Leader of the Turkmen people, the grandfather of the President of Turkmenistan – Myalikguly Berdimuhamedov – a faithful son of the Motherland, was an example for educating the younger generation. In this context, the speaker highlighted the enormous importance of the scientific and fundamental works of Hero-Arkadag Gurbanguly Berdimuhamedov in the patriotic, labour, spiritual and moral education of young people.
As it was emphasised, vivid evidence that concern for human health was among the priorities of the state policy was the visit of the National Leader of the Turkmen people to the Arçman sanatorium in the previous year year and the proposal to build new buildings and to reconstruct the existing ones of that health institution.
In conclusion, M. Berdiyev, on behalf of the residents of the velayat, expressed deep gratitude to the National Leader of the Turkmen people Hero-Arkadag and President Serdar Berdimuhamedov for paying great attention to the socioeconomic development of the regions of the country and showing concern for the bright future of the Turkmen people.

Myamiyeva spoke of the grandiose undertakings of the Hero-Arkadag to transform the Motherland into one of the most developed states in the world that were continued in a worthy manner by President Serdar Berdimuhamedov.
She focused on the significance of this year’s motto “Fount of Wisdom Magtymguly Pyragy” associated with the outstanding Turkmen poet and the poem “Pähim-paýhas ummany Magtymguly Pyragy”, created by the brilliant talent and wisdom of the National Leader of the Turkmen people. This vividly symbolises profound respect and veneration for the great son of the Turkmen people and his rich literary legacy.
She noted that our country, guided by the doctrines of the National Leader of the Turkmen people, Chairman of Halk Maslahaty on patriotism, unity and cohesion, his wise motto “The state is for the people!” and the main principle of Arkadagly Hero Serdar “The Motherland is the Motherland only with the people! The state is a state only with the people!”, was moving forward with confidence to new heights of progress and prosperity. The country is demonstrating enormous achievements, implementing the programmes in all the sectors of the national economy and drastic reforms.

Myamiyeva also noted the importance of the meeting, at which the main areas of activities of the Halk Maslahaty, a joint work plan with the Mejlis, ministries, departments and public associations to implement the Programme of Socioeconomic Development and Investments had been discussed, emphasising that was another vivid confirmation that the unceasing concern for the wellbeing of an individual, proclaimed as the supreme value of the state and society, was the key priority of the ongoing state policy.
Then the floor was given to Head of the Department of Human Resources and Local Government of the Dashoguz Hyakimlik, Chairman of the Dashoguz Velayat Halk Maslahaty A. Kakyshov. He focused on the tasks set by the state programmes.
He emphasised that the independent neutral Motherland, moving forward with confidence along the path of democratic reforms, launched by the National Leader of the Turkmen people, Chairman of the Halk Maslahaty Gurbanguly Berdimuhamedov and now continuing under the leadership of President Serdar Berdimuhamedov, was reaching new heights in its socio-political and socioeconomic development. The country is taking consistent measures to strengthen the principles of democracy and the foundations of civil society.
In this regard, he focused on the importance of the decisions taken at the historic Halk Maslahaty meeting, which was held on September 24, 2023 under the chairmanship of the Hero-Arkadag and attended by Arkadagly Hero Serdar. He said jointly with public organisations, Halk Maslahaty members, respected elders and members of Mejlis conducted activities to elucidate the significance of the results of the nationwide forum and the documents adopted to the people.
At the end of his speech, the Chairman of the Dashoguz Velayat Halk Maslahaty expressed profound gratitude to the National Leader of the Turkmen people, Chairman of the Halk Maslahaty and the President of Turkmenistan for their unceasing concern for the prosperity of the Motherland and the happy life of the people of Turkmenistan and wished them good health, long life and new outstanding achievements in their large-scale noble work.

Berdiliyeva, who was next to speak, emphasised issues of great importance for the happy present and bright future of the Motherland had been discussed at the meeting of the Presidium of the Halk Maslahaty, chaired by Hero-Arkadag.
O. Berdiliyeva noted the Hero-Arkadag paid special attention to the versatility and scope of the concept of culture, the preservation of age-old national traditions and customs, ancestral family values, youth policy and education of the younger generation in his wonderful works. In this aspect, the celebration at the international level of the 300th birth anniversary of the outstanding poet and thinker Magtymguly Pyragy, whose rich creative legacy reflected the philosophy of life of the Turkmen people and their high spiritual and moral ideals, is of great importance.
It was stressed that the people of Turkmenistan were infinitely grateful to the Hero-Arkadag for his great noble deeds. This is vividly illustrated by the establishment of the Gurbanguly Berdimuhamedov Charitable Foundation for Aid to Children in Need of Guardianship. The humanistic principles of our ancestors are vividly embodied in the activities of the Foundation, aimed at providing comprehensive care for the younger generation.
The Head of the Department of Coordination of the Activities of Industrial, Construction, Transport and Communications Sectors of the Mary Velayat Hyakimlik, Chairman of the Mary Velayat Halk Maslahaty M. Atajanov noted the importance of the large-scale development programmes launched by the National Leader of the Turkmen people and being implemented under the leadership of President Serdar Berdimuhamedov. As a result, the democratic foundations of the state and the principles of democracy are being strengthened to meet modern requirements. This is vividly illustrated by the establishment of the Halk Maslahaty of Turkmenistan in the year 2023, the motto of which was “Happy Youth with Arkadag Serdar”.
The economic policy, being successfully implemented in the country, helps bring the Turkmen state to higher levels of development and improve the social and living standards of the population. Examples of this are the macroeconomic indicators achieved in recent years, primarily one of the main indicators – GDP, and the preservation of its growth dynamics.
Speaking about the Programme of the Socioeconomic Development of Turkmenistan and Investments in 2024, approved by President Serdar Berdimuhamedov at the extended sitting of the Cabinet of Ministers, the speaker noted its implementation was intended to help ensure the further sustainable development of the country’s economy through the use of advanced methods of public administration, the introduction of modern technologies in all manufacturing sectors and the implementation of major projects of national, regional and international importance. Along with this, the competitiveness of domestic producers will grow, the social security of the population will increase, and in general, a prosperous and happy life of citizens will be ensured.
M. Atajanov placed special emphasis on the importance of the tasks set by the National Leader of the Turkmen people related to the further political, socioeconomic and cultural development of our country in 2024.
The allocation of large-scale resources for the development of the social sphere will ensure further improvement in the standard of living of the people. All this is vivid evidence of the successful implementation of the main motto of the Hero-Arkadag “The state is for the people!” and the principle of Arkadagly Hero Serdar “The Motherland is the Motherland only with the people! The state is a state only with the people!”
Then, the National Leader of the Turkmen people Gurbanguly Berdimuhamedov issued a Resolution of the Presidium of the Halk Maslahaty on approval of the Plan of Work and Activities in the main areas of the activities of the Halk Maslahaty, scheduled for implementation this year together with the Mejlis of the country, ministries, sectoral departments and public associations in order to implement the Programme of the Socioeconomic Development of Turkmenistan and Investments in 2024.
Continuing the meeting, the Hero-Arkadag noted that much work, related to the successful implementation of the tasks defined in the country’s socioeconomic development programmes and to widely popularise the large-scale activities being carried out in the new historical period, remained to be done.
“Fully supporting the domestic and foreign policies of independent and neutral Turkmenistan pursued by President Arkadagly Hero Serdar, at today’s meeting we specifically identified long-term tasks for 2024,” the National Leader of the Turkmen people said.
The foundations of a democratic, law-based and secular state and a humane and fair society were being strengthened in the country, the Chairman of the Halk Maslahaty Gurbanguly Berdimuhamedov emphasised, focusing on the fact that the activities of government structures to further ensure and protect human rights, freedoms and interests were being improved.
Turkmenistan is developing on the basis of the inviolable values of democracy, the rule of law, civil harmony and unity. This work in the year “Fount of Wisdom Magtymguly Pyragy” will be continued in a new format, at a higher level, based on the greatness of the past and the grandiose achievements of today. Striving for a bright future, we would ensure the dynamic advancement of our country to new frontiers of progress, the National Leader of the Turkmen people said.
All the issues on the agenda had been considered, the Hero-Arkadag continued, expressing firm belief that everyone would make a contribution to the work being done in the period of the Revival of the New Era of the Powerful State.
The National Leader of the Turkmen people, Chairman of the Halk Maslahaty concluded his speech with the words, “May independent and permanently neutral Turkmenistan continue to prosper, following the path of unity, harmony and prosperity! May the prestige of our Motherland, open to friendship and cooperation with all countries of the planet, raise worldwide!”
Then the Head at the department at S.A. Niyazov Turkmen Agricultural University, Professor, Honorary Elder of Turkmenistan I. Saparliyev expressed gratitude to the Hero-Arkadag for the opportunity to take part in the meeting of the Presidium of Halk Maslahaty, noting that the discussion of the forthcoming important tasks with the people was the age-old principle of our ancestors, continued in a worthy manner in the modern era.
He emphasised the National Leader of the Turkmen people paid special attention to the development of the agroindustrial complex – one of the basic sectors of the global economy. The regular increases in purchase prices for agricultural products, comprehensive support for farmers, ample opportunities for their fruitful work and the enhanced potential of the agroindustrial sector contribute to ensuring food abundance in the Motherland.
After that, the floor was given to the party organiser of the Democratic Party of Turkmenistan in Arkadag City O. Annadurdiyeva.
She emphasised the trust shown by the National Leader of the Turkmen people, Chairman of the Halk Maslahaty and the President of Turkmenistan to the youth inspired them to work diligently for a bright future and to gain modern knowledge and science. The new city of Arkadag is vivid evidence of the progress of the Motherland, striving to achieve new heights of development. Arkadag City, built on the initiative of the National Leader of the Turkmen people Gurbanguly Berdimuhamedov, has no analogues in the region.
It was noted that the wise works of the Hero-Arkadag and the wonderful book Ýaşlar – Watanyň daýanjy by Arkadagly Hero Serdar were a guide to action for young citizens of Turkmenistan. The measures taken to ensure the wellbeing of the people and a happy life for the younger generation and the tasks set at today’s meeting vividly testify that the concern and care for the people is a priority in our country.
The speaker assured that young specialists, fully supporting the state policy, implemented by the President of Turkmenistan, and being guided by the valuable instructions and advice of the National Leader of the Turkmen people, Chairman of the Halk Maslahaty, would continue to work diligently, expressing sincere gratitude to the Hero-Arkadag and Arkadagly Hero Serdar for their unceasing concern and wished them good health for many years and new outstanding achievements in their noble activities.
Concluding the meeting, the National Leader of the Turkmen people, Chairman of the Halk Maslahaty of Turkmenistan Gurbanguly Berdimuhamedov wished the participants good health, a prosperous and happy life and every success in their activity and left the venue.
